Paulding Commissioner Davis files ethics complaint against Commission Chairman for multiple offenses

Earlier this month AllOnGeorgia ran a story about Board of Commissioners Chairman Dave Carmichael lying in an open meeting. Post 1 Commissioner Ron Davis has now filed an official ethics complaint against BOC Chairman Dave Carmichael with the Paulding County Ethics Board. The complaint states that Commissioner Carmichael’s lie violated the county’s enabling legislation in three ways.

The complaint lists, in detail, the specific violations along with a narrative that explains how it was a violation. They are as follows:

  1. “Chairman Carmichael’s violation of paragraph 2-17(A) was that he was securing special privileges for the Paulding County Airport Authority by obligating the county, not the Airport Authority, for the local match funding of $130,459.95”
  2. “Paragraph 2-17(C) was violated in that Chairman Carmichael was performing duties reserved for the Board Chairman while working as an agent for the Paulding County Airport Authority, under the direction of the Airport Director.”
  3. “Paragraph 2-17(N) was violated in that Chairman Carmichael attempted to obligate the county for the local match funding, $130,459.95, without proper prior authorization by the Board of Commissioners.”

Commissioners Davis’s complaint was submitted to the Paulding County Ethics Board on June 26, 2018. You can read the original document below. AllOnGeorgia will provide updates to this story as they become available.

    This has been going on for far too long. Secrets, closed doors, locked doors, putting employees at risk, bullying, badgering, and out right lies.
    Something needs to change and if this is the catalyst to make that happen, so be it. Thank you AOG.
